Yes, however the only benefit available without a smartphone is a physical bus pass.

To use Uber, Lyft, or a digital bus pass, you’ll need a smartphone.

If you don’t have a smartphone, Lifeline is a government benefit program that provides monthly telephone service discounts for eligible consumers living on low incomes, helping create access to the opportunities and security that phone service afford. No. Each sponsoring organization selects the benefits they wish to provide. However, we encourage you to sign up for all available benefits, in case you might need them later.

Location Services must be turned on to use Lyft, Uber or the Token Transit digital bus pass.

• Android users: Open your phone ‘Settings’, click on ‘Location’ and turn ‘Use Location’ on.

• iPhone users: Open your phone ‘Settings’ click on ‘Privacy’ and turn on ‘Location Services’

You must pick one of the two apps to use when you sign up. Once you are signed up, you cannot change to the other app.

Generally, both Uber and Lyft offer the same service. The discounts are the same at both.

One difference is that Uber gives you the ability to save your discounts for later, but Lyft does not -- if you are going to/from work, Lyft will automatically apply your discount.

Additionally, on Uber, you can ride using just an Uber gift card, and not enter a credit card or other payment method. On Lyft, you always need to add a backup payment method such as a credit or debit card.

You’ll need a cellphone, email, and a credit/debit/PayPal account/reloadable prepaid card. 

Credit, debit, PayPal, and other reloadable prepaid cards are accepted payment methods.

Both Uber and Lyft also offer gift cards which can be used to pay for rides. On Lyft, however, you must add an additional backup payment method such as a credit or debit card.

EBT/SNAP benefits are not valid payment methods. 

All rides requested must be through your individual account. If necessary, a friend, family member or coworker may use your account on their phone to request a ride for you. 

You can request Lyft rides anytime, but all services are pending driver availability. Depending on where you live or when you are requesting a ride, a driver may or may not be available.
